Adds a custom delay to the events library initialization. This is only active when using certain profile configurations.

6eee872955 [test,ios] Disable multiple mapsnapshotter test. 
8 simultaneous mapsnapshotter test periodically deadlocks in simulator.
Also, increase timeouts to decrease chance of spurious test failure.

eba90df5bd [ios] Use standard callout positioning for unanimated user location changes 
Animated changes to the position of the user location annotation view still need to also handle updating its callout view, otherwise the two can become out of sync.

MBGLOfflineRegionObserver is owned by the offline database thread, and might be destroyed by the time the dispatch_async completes. Instead of implicitly capturing this, capture a copy of the MBGLOfflinePack weak pointer.
