Mikhail Pozdnyakov b5794730b5 [core] Introduce Scheduler::GetSequenced() API ...

The newly introduced `Scheduler::GetSequenced()` returns
sequenced schedulers from the cache limited to 10 instances,
preventing from spawning too many threads.
