# CM95 PBF Pilot Generator v1.3 变更说明

||
## 原因
|
||
|
||
v1.2 的 21 张批量 Gate 中，构建报告累计 6911 个输出，而真实 PBF 解码为 6910。定位到唯一缺失对象：
|
||
|
||
- tile: `11/1828/771`
|
||
- layer: `clearance_limit_line`
|
||
- source_id: `cm95:1:03900420/E/03910424.E:574:line`
|
||
- mapping: `CM95-052 / TELPHC`
|
||
- safety_class: `hard_gate`
|
||
|
||
该线在 z11 extent=4096 量化后退化，被 `mapbox-vector-tile` encoder 静默省略。
|
||
|
||
## v1.3 规则
|
||
|
||
1. `clearance_limit_line` 若量化后仍有至少两个不同整数顶点，正常输出 line。
|
||
2. 若量化后退化，改用 `representative_point()` 输出到已有 `clearance_limit_point`。
|
||
3. fallback 使用同一 source_id 的 `ROLE_SECONDARY` 稳定 FID，不复用原 line FID。
|
||
4. fallback 写入 trace，状态追加 `QUANTIZATION_FALLBACK_POINT`。
|
||
5. 编码后立即 decode，并以 layer + feature.id 与计划输出逐项对账。
|
||
6. 任何未处理的 encoder 丢失都会写失败报告并终止构建，不允许静默 PASS。
|
||
|
||
## 预期 Gate
|
||
|
||
本 AOI 应得到：
|
||
|
||
- 21 reports
|
||
- planned output = actual output
|
||
- quantization fallback = 1
|
||
- encoder dropped = 0
|
||
- hard-gate unmapped = 0
|
||
- style contract unmatched = 0
|
||
|
||
`quantization fallback = 1` 是预期安全回退，不是失败。
