80e8d7a2fc [build] Force failing sanitizer bots to pass (#15661) 
But also mark them as FIXME. Motivation here is
we know they are failing and are working on fixing them.

We want to keep them running meanwhile, but not making the
pull request show as CI failed.

f6bb784439 [build] CI config 
Run it in parallel with the old build system. This will offer
a migration path and make sure we keep everything working at
the cost of running many CI bots. New stuff is prefixed with "next".

Appveyor already got migrated to the next buildsystem.

After merging, we will follow-up removing duplicated core bots.

88eb1c9b27 [build] Upgrade from Xcode 9.3.0 to 9.3.1 on CircleCI 
CircleCI will soon deprecate Xcode 9.3.0 on CircleCI for macOS. Moving mapbox-gl from 9.3.0 to 9.3.1 should have no impact on the CircleCI jobs, plus it will help the project hit fewer Xcode bugs.

7bac0c7cba [build] Check documentation coverage on CI 
Add a CI target that checks documentation coverage and reports back to
github. While at it, change the output of doxy-coverage to a json file
so it is easy to consume.
