Thx to @ianthetechie, tested and fixed a few issues when running the same docker commands on a mac. Note that bazel wouldn't build on arm64 architecture, but that's unrelated to the docker issue -- seems like some other dep param is needed for bazel itself. The cmake works fine.
Allow `bazel` and `cmake` to be used with docker by simply adding them after `docker run ...`. Moreover it is designed to keep build and bazel cache between runs, which means no re-downloads between separate `docker run` commands.
