Fixes #2599
Make getTopOffsetPixelsForAnnotationSymbol private
Also implements MapChangeWillStartLoadingMap, MapChangeDidFinishLoadingMap
Paritally implements #630

01f242cbd9 Tidy up new ApiAccess token class.
