CM95 Japan STEP 8 继续执行包

解压到：

然后执行：

本脚本：
- 不 DROP MySQL；
- 不重新 import 1492 个 Cell；
- 重新跑 gap audit / closure；
- 使用 Dataset 1 专属 disposition，把 25 个新增 variant 显式归入 pending；
- 使用 Japan full-detail policy，在 z12 优先消费 G=1:7,500；
- 从零重建 FID manifest；
- 从零生成新的 production plan；
- 全量 build PBF；
- finalize-production。

技术 closure 预期：
Observed gap variants = 165
Unclassified = 0
Pending = 137 variants / 90009 rows
OVERALL classification = PASS

重要：
最终 semantic_completeness 仍然是 PENDING_REVIEW。
